The current mayor of the city of Sineozersk, Arkady Anikeev, is caught catching bribes on a large scale. By court decision, he is under house arrest at the place of registration. His wife throws, on which all property was recorded. Once in a communal apartment, Anikeev confronts his childhood friend, Ivan Samsonov. Leaving aside all his past disagreements, Anikeev decides to help Samsonov become the new mayor of Sineozyorsk.
